they leave it out everyday ,early morning till late at night in all weathers the bas*ards,what can i do about it

I would attempt talking to your neighbor first. Some people actually think it is O.K. to leave a dog out in that manner. They view a dog as a wild animal and they are meant to stay outside. My question is, why own a dog? What pleasure does an animal bring you or the animal when kept outside? BUT, people do it.
They are the same people who should not have children.

If you don't get a decent response from them, which you probably won't, you will have to notify the authorities. They will not do anything if the dog has proper food and water available. It must also have tarp or dog house to get into out of the elements.

Your last choice is to take manners into your own hands. Locate a good home for the dog and do something about it. The owners do not have that dog for a pet. WHY do you think they have it??

phone your local council and make a noise cokmplaint. If the dog is left outside with no shelter or food and water or if it is chained, call the RSPCA as this will lead to them getting a visit and probably having the dog removed from them. SOme people just should not have dogs.

Well, it wouldn't help to find new homes for them, people like these will just replace them with louder ones. I would record them and then take the tape to the local township building. Make sure your video camera has the time and date on it. Around here we have an article in the paper called "Sound Off" people call in a the paper prints the complaint. Publicly humiliating them. Works sometimes.

Contact Environmental Health and the RSPCA if you feel that the dog is being mis-treated.
Environmental Health will monitor the complaint for a while to gain evidence then they will serve a notice on your neighbour.

Yes this is beeing completly disrespectfull of all the neighboors,you should ring your local council or someone who can come and assess the problem.You could even ring the r.s.p.c.a as what your neighboors are doing to the dog is bassically abusive,no dog should be left alone out in the garden all day with no other stimulation.[no wonder the poor thing is barking]my own terrier yaps constantly in the garden when she goe's out but we are respectfull of our neighboors and she gets called in.Good luck

Your city most likely has laws about noise at certain times. When the dog starts barking call the police usually the first time is a warning but if they come out again it is a ticket. I had this same problem with my neighbor. I tried talking to them first but that didn't help.

Dress up as a ninga and sneak into their garden at night then take the dog. take off its collar and get it all mucky nd sad lookin put it next to ur nearst RSPCA brach and knock on the door. Run.

This is a good idea cause the sick F**** mistreat the poor thing.
The RSPCA will give it a good home.

I would leave a respectful note on their door explaining the situation and asking them to either remove the dog or get some training for it.

If the behavior persists for more than another week, then I would start calling the police.
