There could be a number of reasons as to why your cat is doing this. Make sure that you clean the cat's litter box everyday. What smells slightly bad to you may smell 10 times worse to a cat. Also...if you've suddenly changed the type of litter that you normally use, then this could be a problem too. Make the change gradual, and he'll get used to the new litter. Make sure that you've cleaned the spots where he's gone to the bathroom very thoroughly. If there's the slightest scent of urine or feces left on your carpet, he may be getting confused....and he'll continue to go to that spot until you get all of the smell out. Lastly, your cat might be sick. Some cats use the bathroom outside of their litter box when they're sick (i.e. UTI), so if all else fails, then call your vet immediately.
Good luck.

Don't spank your cat, that doesn't work, and only scares him. Is your litter box extremely clean? Some cats will not use the box if it isn't cleaned at least daily. If you have more than one cat, you should have a litter box for each cat. (I have three for my three cats, but the alpha male will use a different one each time. Fortunately, the girls don't mind as much)
Also, possibly check to see if the cat has a UTI. Sometimes they can't help not using the box if they are sick... they will try to squat everywhere just to try to get relief from the pain.
Finally, if it doesn't have any of these problems, then just try putting the cat in the box everytime it starts to squat. You can train cats to use litter boxes. I have never had a cat that didn't use the box after only a couple of times of putting him in it.

If this is a kitten - you may need to train it by physically putting her in the box a few times a day.
If you catch it peeing somewhere else - immediately take it to the box.
Some cats are sensitive to the type of kitty litter in the box - try different ones with different textures (fine, course, scented, etc.)
If it is an older cat - it could be acting out because it is not getting enough attention, or because it is being bothered for some other reason.

Is this a new thing? If it is, you probably need to take it to the vet to make sure there's nothing physically wrong with it. It could also be that someone has done something to piss the cat off and he's getting revenge, or that the litter box is dirty, or that he doesn't like the litter you're using. Cats are like that, they don't adapt to changes well. Mine didn't like my ex-husband, so he's poop in his shoes all the time. When I brought home a new baby, he peed on my bed. When his litter box is not clean enough, he'll pee or poop anywhere but the litter box.

My best advice would be to 'train' your cat to use the litterbox. Depending on the cat's age, this could be normal behavior. Kittens tend to not use the litterbox when they are very young. Your cat could also be sick. I've heard of cats being sick and simply relieving themselves somewhere other than the box. I would say if the cat is young, it just needs some training. I had to teach my cat to use the litter box. If the cat is older or has used the litter box before, then I would ask your vet. Cat's have a natural urge to bury thier feces so for a cat to refuse to use the litterbox could signal a problem.

Your cat probably has a urinary tract infection. Take him to the vet ASAP as this can be deadly if a blockage occurs. Its treatable. Going outside the litterbox is a symptom of a UTI. The vet will do a urinalysis. This will also let you know if it is a behavioural or medical problem.

Take the time to keep putting him back in his litter box. After some time, he will learn what it is for by instinct. When I get kittens, I keep putting them back into it until they scratch at the litter...it's then that you know they will use it for the right reason.
As for the cat pee, my heart goes out to you...that is the WORST smell!

you may attempt utilising a tall plastic tupperware-style container instead of a typical clutter container. Walmart and the dollar shops sell them tremendously inexpensively. in simple terms cut back the diverse plastic away contained in the front so he can get out and in. yet like the Vet Tech stated, if it incredibly is a contemporary situation, he would have an infection which would be cleared with antibiotics.
