First of all, you just see whether you have set any restore points(before those configurational changes were made) or not. If yes, you have to follow:
Start=>All Programs=>Accessories=>System Tools=>System Restore
then choice the suitable restore point from the date sheet such that the date is before the configurational changes' date.

The "Restart" dialog appears because you are exiting the "msconfig" window, and it has no relation to system restore.

try either accessing the "System Restore" wizard from another way (Start => All Programs => Accessories => System Tools => System Restore), or select "Exit without Restart" when you exit the msconfig dialog.

your problem is not serious, trust me...

I have one question: Why are you trying to restore your PC anyway? your problem is there, not in the system restore itself!!!!!

Good Luck ;)

You should be able to launch System restore from your Start Menu. Look at what restore points you have available and select one just before you messed up.

Boot to the Boot Menu (F8) and select "Last Known Good Configuration".
