about click count?

Say a website charges clients for each click. Is my click counted when I push the same link the second time while using Internet Explorer. It says that IE first cheks if the there are any changes to that link source and if there is none opens it from TempoInternetFiles. Does my next click count in this case?Thanks for answer in advance

Yes, every click will count...unless it sees that there are more than 1 click coming from the same IP address.
