I'm not sure, I guess it means to check what people,or spitits, tell you with the Bible.
1 John 4:1-3
Beloved, do not believe every spirit, but test the spirits , whether they are of God; because many false prophets have gone out into the world. 2 By this you know the Spirit of God: Every spirit that confesses that Jesus Christ has come in the flesh is of God, 3 and every spirit that does not confess that Jesus Christ has come in the flesh is not of God. And this is the spirit of the Antichrist, which you have heard was coming, and is now already in the world.

Its a way of checking if prophets or teachers are genuine and are telling the TRUE doctrine of God the Father
1 John 4: 1-3
My dear friends, do not believe all who cliam to have the Spirit, but test them to find out if the spirit they have comes from God. For many false prophets have gone out everywhere. This is how you will be able to know whether it is God's Spirit: anyone who acknowledges that Jesus Christ came as a human being has the Spirit who comes from God. But anyone who denies this about Jesus does not have the Spirit from God. The spirit that he has is from the Enemy of Christ;" you heard that it would come, and now it is here in the world already."

1 John - Test the spirits....
For reference you may want to refer to the temptation of Jesus in the wilderness, Satan told Jesus to throw himself off of the cliff and that the angels would save him....this is tempting the spirits.
Whenever we do something that we KNOW will not end up good and still expect help from God then we are tempting the spirits. This can include moral, physical or emotional choices. For example, if you were to go to a party where you know there will be alcohol and drugs but you pray that God will allow you to obstain from these things, you are tempting the spirits.

1 John 4:1 can also be translated thusly: "Beloved ones, do not believe every inspired expression, but test the inspired expressions to see whether they originate with God, because many false prophets have gone forth into the world."
There are many warnings in the Greek Scriptures about false prophets who would mislead members of the Christian congregation. Therefore, it was wise on the part of Christians to make sure that anything they were told was in harmony with what they knew to be true from the Scriptures.

There can be false prophets that say their off God , you have to see for yourself if they line up with God's word but their spirit to test using Gods word as the "exam".

Test the moral and spiritual implications of any new idea. Does it agree with Scripture? Will it make me more like Christ?

In biblical times it was common to get spoiled wine (no FDA, right) so it was prudent of the good Lord to warn his followers not to drink bunk hooch. The biblical equivalent of the sniff test.
(still, one wonders why god made us learn the hard way. why didn't he just transubstantiate the bad liquor back into grade A ripple?!)
