Turkish exit visa is very easy to get if you can pay 70 ytl (around 40 EUR). In all borders there are tax offices selling these visas.
If you are talking about visas applied by other countries such as England or Schengen countries, that is a different story. First of all they are not called exit visas. Each visa is named by the country of arrival or sometimes a group of countries (like Schengen).
When you are interested to know why it is difficult for Turkish people to get a visa to enter UK, you will need to ask government or foreign minister of UK why they are preferring to make this process more complicated as Turks themselves have nothing to do with it.

It,s not that it is particularly difficult. It,s more of an inconvenience. Yes Turkey not being part of the EU, does impose difficulties upon Turkish people wishing to travel within Europe. As it would be difficult for them to travel anywhere in the world. If however, they, the Turkish people have a responsible sponsor, a sponsor of reputable character, they would not have too much of a problem. The problem usually is no more than everybody,s lack of patience in having their visa processed.This may even involve a visit to the Embassy of the country/countries wishing to be visited, not only by the applicant for the visa, but also that of the sponsor. Turkey,s visa. £10.00. "You,re in". No it,s not difficult for a Turk to receive a visa. It,s simply called procedure. If followed everyone benefits.

Its not so much hard its about the day and if they like you.it also matters what you have in turkey like houses or cars if you show enough money in a bank account .these things are very important and also its important you have either completed your national service or are currently a student studing in turekey and just want a tourist visa.If they apply for a tourist visa and you have enough money in a bank account to show you are usually granted 6 months stay althoughyou cannot work when there here its best to apply in london for the full time visa its much easier and if they say no he can stay untill and appeal has gone through etc.

1- We are not in the EU.
2- Most of the Turkish people REALLY leave the country.
3- Unfortunately our bad image.
4- Most of the Turkish applicants can not inform good reasons to turn back (good occupation in Türkiye, good amount in bank account, flat, car, etc...)

They are not part of the European union, that's why the require a visa. I guess to get a visa they need to apply via the appropriate office/channel as all people requiring visa's.

They have to pay an exit tax. I think it's $100 but I'm not sure. Expensive but not difficult (as long as you have the cash)!
