Sure, but it would be expensive for all that fiber optic. Much better bet are the reflective tubes that you install between the outside and your room. Links below are to some sources and info. Check out others. I've seen these in operation and it's pretty cool.

Yes. See the source for one of the many companies that do this. Note however that it isn't really fiber optics. It is more like a periscope. But I think this is what you are looking for. There are many companies that do this, the source below is just the first one I googled up.

I would say no, Optical Fibers arent capable of producing light in the amount you need to light up an area. They are limited to a few inches in diameter.
Perhaps photovoltaic cells to power a battery array to drive a light source capable of a few lumens or more.

it is physically possible, but not practically.... you would require so many fibers, it would be pretty expensive and it would look kinda funny. fiber optics are better for decorative lighting than for normal lighting.
