Possibly Security ? As a Protection against the Nutters and Filth that Attack Doctors , Ambulance Drivers , Paramedics , Firemen , Hospital Staff and others that serve the Community and get Attacked and Injured as a Reward for their Goodness and Dedication ??? By the Scum and Filth which Infest our Society .

To many sexual assault claims against doctors (most of which are bogus) are brought to the courts. Dentists cannot do after hours work on anyone without a hygienist present for the same reason.
Crazy people will attack them for their supply of dope too! Dentist's office can have some good dope in them that drug addicts like to take so they can "fly"!

This is definitely not the US. Home visit? Not for years and years, and certainly by ER physicians who have a specialty board and all they can do in the ER.

Emergency GPs are often locums so don't know the local area - it makes sense to have someone with them who does
