A town with 500 people in it may not have a police department. If they did they have to have a good tax base to pay his/her salary. But just based on the number I would say 1 officer with 1-2 auxillary officers.
Chances are with a small town like you describe it would be handled by the sherrif of the county who is elected by the whole county. So how big is the county?
The town where my parents live has 1 chief of police and he has 1 other part time officer. They have up to 4 part time auxillary officers. They work 24 hour shift and are on call at night. The population of the town is 1200.
The county is run by the sheriff and he has 5 deputies. They work a similar type shift.

Most towns of that size would find it cheaper to hire the county sheriff's department to patrol the are than to start their own police force. This meaning they make a contract stating that part of the city's taxes will go to the counties sheriff's office to help them fund equipment and personnel, in return the sheriff's deputies will police the town.
In my home town of about 500 people (not joking) the county sheriff patrolled the area. We generally had about 3-5 deputies on at a time except during the grave shift where the only had 2-3 on. They also knew that if anything did go down that they could count on the off-duty deputy to come back on cover them.

In my small town in Upstate NY we have a full time Sheriff and a few part-time Deputies. The Deputies and the Sheriff are Peace Officers in the county. They are backed-up by The County Sheriff's Dept and the State Police......The Village and County Sheriff's are elected.....hope this helps

County sherrif's mostly, I live in a small town and the town has their own part-time police force, but they are usually limited to working only weekend nights.

I live in a small town of 800. We have no police, county sheriff can take around 1 hr to answer calls. We live in the middle of nowhere and most of us are armed (more for farm living than to shoot people). So basically we are on our own. One of the reasons knowing your neighbors is crucial. My town would not have fallen apart as New Orleans did during Katrina.
In Maine sheriffs are hired by a county, not a town.

Actually Small towns have very well-trained police officers in most states. During the 1970's many states began state certification programs which required all police officers to attend mandatory training. I retired from a major police department, but am very impressed by the number of highly professional police officers from agencies as small as 2 or 3 officers. This is a great plus for our citizens in all areas.
