This is not an appropriate gift but an example of corporate cost cutting gone bad. It is obvious that the financial pencil pushers are doing whatever they can to control health care costs. By trying to force do it yourself vasectomies on the workforce they are hoping to keep dependents off the company's health care plan. In theory it is a good idea but in practice it has some limitations. First, there is no guarantee that the recipients will use the kit. Second, if recipients of the kit use it but butcher themselves in the process they will lose time from work and incur large medical bills. This cuts into productivity and profits for your employer. Third, this send a demoralizing message to male coworkers. It is almost saying that you have to cut your nuts off to show your loyalty to the job. Fourth, it is a sexist move by your employer if they did not give the "Home Tubal Ligation Kit" to female workers.
All this aside, may you and yours have a Merry Christmas and a Happy New Year. Hopefully you will get a better job in 2007.

I am trying to think of a religious holiday that is celebrated by all Christians that does not hold the "magic" of Christmas and I can't come up with one. In the Catholic church there are a ton of feast days that are considered very special, like Pentecost, but nobody gets all worked up about them. What about the feast of the Ascension of Christ into Heaven? Even Easter is no big deal to most people, besides a basket of eggs and some new clothes. There certainly isn't the huge build up.

Ask him for a practical demonstration.
He may just be a clown, ask him what he meant by it as it is not appropriate.
If most of the workers are of ethnic minority it could be taken the wrong way.
