Its not right , but legal, he is under 18. But remeber that a 13 year old girl has way different view of life, and is at way different times than a 17 year old. it would be nice if the 13 year old where to make a list of the things that are the same in her life and things that are different from the 17 year old (like school, friends, etc.) and you will see what I mean. it depends on what state you live in, some states say that 17 you are considered an adult.
why would you want to date a 13 yr old anyway, she is still too immature to know what love is and when you turn 18 ( which in most states is an adult) and you are still dating that is illegal because if anything does happen besides kissing you could go to jail for statutory rape even if it was consential, give her a few more years to mature and if you still like each other go from there

I would think that the 17 year old guy would have to be pretty immature to be with a 13 year old girl. He should be thinking about a career and college, perhaps military while she would be thinking about highschool and proms and crushes.

Well, technically you are only four years older, I don't think that counts as a pedophile.
My sister is dating a person who is 8 years younger (or was it older?) and my other sister is married to a person younger than herself.
My advise is to keep in touch with this person and wait till that other becomes eighteen years old, just to be safe. But i do think it is safe for you guys to kiss...just in private 6_6

it is illegal. kissing leads to other things. a 13 year old GIRL is not old enough to make adult decisions. it's like kissing a toddler.
