Nope. That title goes to DOS 4.0. Was created entirely by IBM, without Microsoft's assistance. Was so bad that they withdrew it from the market after 3-4 months. Good luck even finding a copy of it somewhere.

Yes...and you don't even have to argue about it! Its neither Windows 98 nor Windows XP - its half-way house and was purely a marketing ruse on the part of Microsoft.

Windows ME was basically a "fix" for windows 98. Yes it did have it's share of problems but for the most part it worked fine for me. But, that was years ago.

I am not sure it is the worst, but it would be at the top if not. I had it for about 4 months and got rid of it.

I always had serious trouble with Win 98. win2k was pretty good, though..
