Depends on what you are cleaning. You could use it daily to keep the temporary Internet files clean, but you would only need to run it for registry cleaning after you have made major changes to the registry (deleted programs, etc.).
Usually I do a "cleaning" once a week, which is not only a CC clean, but a full virus sweep, spyware scan and "disk cleanup".

You might want to check the documentation and set up CCleaner to run automatically every week. Plan to do it on a day and time where your computer will be on but you won't be using it; if it's a desktop PC that's on all the time, early Sat or Sun morning would work well.

You can configure it in the settings to run on bootup, since it's so quick that's what I recommend.
But, I would advise against using CCleaner as a "safety" measure, more like a cleanup utility.

as often as you feel necessary, usually if your load time increases, once a month should do it, remember it is not a substitute for good anti virus software.
