Owls are powerful fliers because their wings are relatively large in proportion to the size of their bodies and their skeletons, like those of all birds, are lightweight. Most certainly they do hover above prey,like mice,so they can
focus on exact spot and make sure that no obstacle
are in the way to injure themselves on when they drop
on the unsuspecting animal.

Some owls can -especially some of the smaller species-, but many hunt from a perch or silently fly over a field to hunt.

no, the owl cannot hover. its wings are not built for it. if you watch the hummingbird, it's wings move in a figure-eight motion to help it stay in it's hover motion.

As for hovering I'm not too sure.

yes, and they can also pick up your cat and drop it -so keep your kitty indoors if any owl is in the vicinity.
