In the uk you can drive a 3.0L at the age of 17 and certainly a 2.0L. It depends on weather you can afford the insurance.
I think it should be like that tho-
Restricted under 1.3L until the age of 19
Restricted under 1.8L until the age of 21 etc

You can drive anything, I had a 3.0 Twin Turbo Supra when I was 18 and it cost me about £4900 a year on insurance, and that was one of the cheaper quotes some companies refused to insure me. The cc ie 2l 3l doesnt mean it has more performance, it is simply the risk.
For example an old 2.0l Mondeo is going to be cheaper to insure than a new 2.0T Golf Gti.
If your waiting for cheap insurance you will wait forever. Im 24 and have a Ferrari 430 and an Audi Q7 for the g/f and pay £5000 in total through a broker which I think is really good!

So long as you have either,
a) A current provisional licence and a person accompanying you in the car, who has had their full uk driving licence for at least 3.5 years.
b)A full UK driving licence.
you are able to drive a car of any capacity, up to, but not including 7.5 tonne light goods vehicles.
If you are currently taking driving lessons, might I suggest that you read up a lot more on driving law in the UK, as this will most certainly be included in your theory test.

In the Uk ,legally you can drive any car once you past your test, there is no limit on the CC of the car you can drive.
However, you will be stung like hell by the insurance companies, if they will insure you.

In the UK once you have passed your test you can drive any car you want regardless of the engine size.

you can buy any size engine car but whether you'll get insured is another thing.
At 17 you can't get insured on anything over 1.2 without paying massive premiums costing more than the car.
