This depends on the type of body that the 23 year old has as well as the height. I would say anything over 100 lbs to 120 as she is quite petite.

According to the U.S. Army. A girl age 21-27 with the height of 61" (5'1") should be no less then 100 lbs and no more then 134 lbs.

I would like to see her about 110 lbs.

Well, I'm 22 almost 23 and 5' 1/2 inch. I am a normal healthy weight (not fat and not skinny) and I average about 112 pounds. Now you always have to remember that muscle weighs more than fat and that everyone is shaped differently. "Normal healthy" weights vary for every different person. Some girls have more "curves" than others which is definitely not a bad thing. Please consult your doctor for a healthy weight for your body type.

I would say that depends on her body frame or bone size. But I would say from 100 lbs for small and to about 120 lbs.for large bones.
