French kiss is a noun which says its a kiss with contact between tongues.
smooch if used as a verb is a kiss and a cuddle amorously for example - the young lovers smooched in their car.
and in british english a smooch is a dance slowly in a close embrace. A Smooch as a noun is a kiss or a spell of amorous kissing and cuddling.

A French kiss uses or involves the tongue while smooch its like just your lips touches your partners lips. And you’ll just know the right time to kiss.

My only guess is that the former involves the (unfortunate) meeting of the tongues and that the latter does not!

And when the time has come for you to kiss each other, you will instinctively know it!

a smooch is just kissing with your mouths closed... a french kiss involves using your tongues... you tease each other with your tongues (in each others mouths)

and you should just have a 'moment' when it feels right to kiss each other... if you've never kissed the person before I would advice leaving the french kiss for a bit later...
