which is better 8ms 12ms or 16ms???

Refresh rate as the first guy said, ms is milliseconds, which means it refreshes every 8 milliseconds. Faster the better, so 8ms is better than 12 or 16. Now actually technologically speaking the technology behind it is a lot more complicated, but this is the simple way of expressing it.

it has to do how fast the picture is displayed on the tv the lower the number the better it is at displaying fast moving pictures like sporting events the better screens are at 8 or lower that and high contrast number 1800 or higher you should find a decent lcd screen

The lower the number the faster the "Screen Refresh" rate. This means less blurring on fast moving action scenes. The lowest figure I have found to date is 4ms.

It is referring to the refresh rate of the panel, basically the speed at which the screen will change the pixel colors.
