One of the most important way is the El Nino effect. Although it dries up other places, it may also increase rainfall by a significant amount and hence helping to raise the rate of groundwater recharge.

A change in weather pattern (eg wet season) will recharge groundwater at a faster rate.

Groundwater can be also recharged by artificial means:
- Infiltration basins and canals
- Water traps
- Cutwaters
- Drainage wells

Hope this helps =)
