My son has the same problem. one doctor told us to use liquid soap in the bathroom (he washes his hands quite a bit) and just keep up with the lotion. I use Jergens Extra Healing and it seems to help.

Both my kids suffer with it and i tend to stay away from the creams the Dr gives .. this is what i do and it helps

1. Bath them in a warm bath to which you add camomile tea ( a
tea bag is good)
2. let them soak in the bath don't use any soap it will help to stop
the itching and cools the skin (even you can use it when you
feel hot)
3. don't use a towel to dry them but use a hair direr on a cool
setting this will make the skin soft
4. rub in some good cream something like E45
5. within a week or so you should see an improvement

I have the exact same problem. It has to do with the cold weather. I have had this problem since I was a child and I have been to various doctors. The only thing that has really helped me long-term is to go to these medical solarium which is just like these sun-tanning places only it has a different intensity of light. The first session you only get 10 seconds in the solarium but the time is gradually increased. This has really worked wonders on my skin and now I go there every winter- you should ask a doctor about it. Good luck. :)

It may well be an allergy to detergent stored in the clothes, or similar, eg soap.
During the summer, the arms are not covered so much, the air gets to the skin, so the effect isn't noticeable.
You really need medical advice, but I'd suggest using an alternative to soap on your arms, and also a non-allergic washing powder.
Also, try not having long baths, and using a non-allergic cream on your arms if they're dry.
Worked for my daughter, but case by case...

Try onion rings (eating them) everyday for 2 weeks and if it seems to clear up then theres your answer. My daughter has it but we keep it under control with onion rings and no milk it seems to work for us. good luck

Besides your dermatologist's advise, try sauna bath during winter, daily if possible.
