I know someone who has a criminal record and wants to stay away because of a active warrant in florida he is cucurrently living in Ireland but will travel to gain another passport he currently has a us passport

In order to obtain a passport you must be a resident of that country, He cant just acquire a legal passport of the country of his choice. He should stay where he is and not risk being caught or just turn himself in, face the music, and sleep in the bed he made.

if this person has an active warrant against him and travels back to acquire a new passport , the likelyhood of him getting arrested is very high and go directly to jail , if he has his passport renewed in Ireland ? he will let his whereabouts known ......

surfer---gal answered you 100 correct he can't get any other passport unless he is a citizen of that country upon boarding any US bound aircraft his name will be run thru DHS federal law all us bound flight will get passengers screened the FBI will be waiting at the arrival gate to arrest him best he goes to the embassy talk to DSS (state dept diplomatic security) agents and arrange his surrender ... what makes you think US authorities do not know his whereabouts >>>soon as he entered Ireland , passport control swipped his passport perhaps the US marhal service is too busy right now to ask Ireland to detain him

tell him to stop breaking the law!
Try Australia. Britain used to have a policy of taking you there for free if you had a criminal history!
