Yes you can. Parking can be a bother as well as higher insurance.
Depending on where you live you might be able to mostly live without owning a car. Rideshare, Public transportation, rentals, walking and biking can do away with the necessity of owning a car in any of those cities.

This is a wierd question? Do you mean, can you live in these places WITHOUT a car?

I don't know about Philly, but you can certainly live in Boston and NYC without a car. In fact, you are better off without a car.

I lived in Boston and not using a vehicle from 1976 - 1986 and had no situation in any respect. Public transit is escellent and taxis aren't to any extent further extraordinarily intense priced. also Boston's an excellent walking city. I now stay in Portland Maine and not using a vehicle and at the same time as somewhat harder, i'm getting by using rather properly.
