They can, they just aren't.
English is easier to learn than most languages, mainly because the grammar is relatively uncomplicated.

That's incorrect. Given early education, any language can be spoken by any race. On the other hand, it would be very difficult for a forty year old chinese speaker to learn English, though perhaps not quite as difficult the other way around.
However, Spanish, French, Portuguese and Indonesian are said to be much easier than English because the grammar is more regular.

That isn't completely true. At different times throughout history the common business/political language has always been the language of whatever country is most dominant at that time- it's called the "lingua franca" because until the past century or so France was the most common language used between people of different cultures.

That does not mean that English is easy to learn. In fact, it is considered a relatively difficult language to learn by linguists- not as hard as character-based languages like Arabic or Chinese, but not as easy as phonetic or purely Latin-based languages either. English is a sort of combo of Germanic and Latin roots, with some other roots thrown in for spice, which makes for an interesting mix of spelling, pronunciation, and grammar. Like, how do you pronounce "-ough"? Though, trough, through... all are similarly spelled but pronounced differently. How to you know when to use "who" vs "whom"? And don't even get me started on sentence structure, or variations of those elements according to dialect....

You are correct. Much importance is given for English now-a-days....! A decade ago to learn English, you had to attend costly English classes or purchase course material like tapes and books. Now you can learn English for free from the comfort of your home using the Internet. The BBC and the British Council offer a number of on line courses, which teach written and spoken English. You can also improve your English by watching television programs and reading English newspapers. For more information, visit http://tinyurl.com/qnzpt
