Yes because that way the owner has control over the dog. If the dog is off a lead there is more of a chance that it could run out in front of a car and get hit or other problems like if there is another dog that could be vicious, that dog could attack yours if its off a leash. Most states or cities have a law that dogs must be on a leash.

No - all dogs should not be kept on leads.
I own a breed that does have to be due to there natural aggression towards other dogs due to there pit fighting history. I own an Akita. My dog has never growled or even barked at another dog but all the breeders and internet sites state that my dog should be kept on a lead. I totally agree. I think everyone should be able to walk there dog in peace and not have to fear any other persons dog. My dog when he is fully grown can weigh 130lbs and more.
But most dogs are okay off lead as long as owners know they are not aggressive and can be trusted not to run off and there is no danger to dog. I.e. busy roads ect.

All dogs should be kept on leash when you are out on walks. However, if you want to let your dogs off lead, you should only do so in a dog park/designated off lead area and you should NEVER let an aggressive dog walk off lead. Also, only allow your dog offlead if you know you have 100% control over him and that you know he has 100% recall. Remember, you cannot control other peoples' dogs, and by letting your dog offlead (even in designated areas) you are running the risk of it being attacked by a dog belonging to a less responsible owner.

You mean when they're outside, like on a walk? If so, YES definitely. They're dogs, you can't control their every waking moment, so you never quite know what they might do. Not in a bad way, like they're going to bite you or someone else or something like that.. Just something like, they might accidently get run over when running into the street. I've known many people who don't use leads when they go for walks, or are outside in general. One of those people's dogs got run over and died (he was very well trained and not a young dog). Another one almost got hit by a car in front of my eyes, again a VERY well trained dog. And still another one had the same issue, almost hit by a car. Can you control anyone in this world, even your kids, all the time? No, of course not. So what makes people think they can control their dogs all the time? It only takes 1 time for something to go wrong.

Well, for training to work, everyone needs to be on the same page first off. I have a 1 year old german shepard and I tried a lot of different approaches and found the a walking harness called easy harness is perfect for him. I can now walk him with no worries of pulling, etc. I also keep treats on hand and lure him in the direction I want, but only give out treats when he is behaving 100% on leash. Try jogging with him, seems like he needs to burn out a lot of energy. And also, go to a trainer and learn commands and basic obedience for him. It's a lot of work, but seems like he is just not used to being on a leash or going for walks on a daily basis which is what he needs to be a balanced level headed dog.

I believe that you should keep your dog on a leash. Your dog may not be aggressive how ever another dog maybe. Other people may be scared of your dog or allergic to it. I think the best bet would to be keeping your dog on the leash unless you are in a fenced in area where it can run

in many states now they are really tightening up on leash laws. So it you may not even have much of a choice. I work at pet store and i have seen an awray of things that can go wrong when you dont have that control over your pet. i beleive that it is best for the safety of people and pets alike to always have your pet on a lead. The old saying goes better safe than sorry. And you'd better believe that =]

I HATE it when strange dogs charge at us when we are out walking! You have NO IDEA if my dogs are friendly, and one is not.
If your unleashed dog gets into a fight with a leashed dog, you will be responsible for Vet bills. And if someone gets their hand bit trying to seperate them you have big problems.
People *think* they have voice control of their dog, and amost all do not.
I carry pepper spray and will use it if your dog doesn't back off.

I have a great dog. She's very well behaved and seems to love everyone she meets. If an aggressive dog approaches her, I cannot control the OTHER dog, but I will be able to control my dog if she's on her lead.
