It depends on how long ago they were clipped.. It also depends on how frequent your bird molts, I have many budgies inside with clipped and non clipped wings and they can take between 6 to 18 months although this depends entirely on how frequently your bird will molts (sheds it feathers) ..

Depends on the cut, and what you call "grown back". The bird will be able to fly somewhat without his flights being fully "grown back"; if he should hit just the right gust of wind he'll fly even higher...Ask yourself why you need to do this in the first place. If you are ABSOLUTELY certain that you can offer him a safe environment, there is no need. My grey has been fully flighted for many years now and I would not have it any other way. He's a bird; birds fly as their primary means of locomotion. Nothing could be more natural.

that is completely dependant of the size and breed of bird. For instance, a pararkeet is lighter than a macaw, so in a month, they will have gained more flight back than the bigger guys. If petsmart used a dull pair of scissors, the cut will look extremely odd. generally, when my birds can do a little more than falling gracefully, I trim wings =]

Parakeets usually will be able to "glide" about 4-5 wks or so after their wings have been clipped. They won't be able to fly for several more weeks after that. At the pet store I worked at, I would trim the wings when we got them in, (so they didn't fly all around the store) and they didn't start getting out until we had them for several weeks.

Most feathers take about a good 6 months to grow totally in.

yes i agree, the time period depends on the bird as well as the cut. i had 2 finches and it took several weeks for one to grow its feather while the other one seems like its not growing at all. >.<

The flying feathers regrow each and each month or so. in the journey that they havent thoroughly regrowth, they are going to a minimum of be able to fly slightly. although, PLEASE DONT REALESE THEM. There are few opportunities that they are going to survive. Animals who're lower back to the wild usualy go with the help of diversifications techniques, so please dont do exactly it. save in ideas it is your responsability to take care of an animal that to procure, so provide him in adoption in case you do not/can not preserve him anymore, yet don´t jus enable him die.
