you will have to take it to the police and make a statement tell them exactly what happened. hopefully then they can take it from there

The best thing to do is to report it to your insurance so that you will not worry about trying to find the owner of the car. Your insurance will be more than happy to search the owner and setup a claim with the other insurance, if possible, for you

Just report the hit-and-run to the police and your insurance company. They'll take care of it. Do NOT attempt to deal directly with the guilty party.

You have to give the plate number to the police so they can run a trace on it or take it to the DMV but not too sure if they'd do it fo ryou (DMV never helps anyone)
