Completely depends on the guy... for some guys it means "I'll call you", for others it doesn't. It's just a simply way to end an evening. You don't want to just say "I had a great time" and drive away before she gets in the house, so you say "I'll call you" or something similar. I personally call back every time... simply because girls just don't come easy for me. :)

If I tell a girl I'll call her, I'll generally make the attempt to make contact, maybe not the next day, but as soon as I'm able.
Some guys say "I'll call you" because it's an easy out for them. It's the same thing as girls that give out fake numbers, or ask us to call, but when we do, they never ever want to do anything or are "washing their hair".
For other guys, they do WANT to call, but they are just too chicken **** and can't get up the nerve, for fear that she either gave them a fake number, or that they just won't know what to say.
Alot of guys would rather never guy a girl they like than chance rejection.

"i'm interested and i'll call you in a couple of days"
"i might be interested so let me think about it"
"i like you and definitely don't want to let you get away"
"i don't like you but i say this so that you won't get all hysterical and make a scene"
"if i don't find anything else interesting then i may get interested in you"
