Why is WGN broadcast on every cable system in the country?

Wish it were every cable system in the country. Certainly not where I live (New England).

Besides, it's only the Superstation, not WGN-TV Chicago, which means there's a lot of stuff on WGN-TV that can't be shown on the Superstation, like the Morning News and CW programming.

Because it is a national Channel like TBS. Also because Chicago needs to be seen by everyone. Thought you knew Chump!
