Our neighbours play really loud music, park us in, beat there dog, and get into fights pretty constantly. Is there any way to make them grow up?

Make sure you notify your landlord and then call the cops. If this happens ehough (get your neighbors to gang up on them) they will get evicted.

Surely other neighbors are being annoyed. Enlist their help too and get the police out for a good old fashioned gripe session. When the cops see a bunch of people show up they will take you seriously and make the hooligans quiet down.
The cops don't want to risk mob rule like what happened in a town near me.
The obnoxious neighbors were told repeatedly to behave but wouldn't listen, they even threatened to hurt anyone who called the cops again. So someone bought tickets to a concert and mailed them to the obnoxious neighbors and make them think they won a contest. While the neighbors were at the concert someone torched their house. The people lost everything and since it was arson the insurance was not willing to pay. When the obnoxious people came home the cops heard them threatening to kill the other families so they locked them up and from then on the cops took noise complaints VERY seriously. That could easily have turned into an all out neighborhood war and bloodbath.
It wasn't right but that is what it took for the cops to begin to treat noise complaints as more than just noise.

File a complaint with the 'Justice of the Peace' in your local community, and also with the police.
We had the exact same problem with our neighbours so I did what I'm telling you to do.
I was persistent, as sometimes the police don't find this to be a 'big deal' but my persistence paid off.
They got a visit both from the police and from the Justice of the Peace. After that we've never had another problem.
Apparently, people like your neighbours can be arrested for 'disturbing the peace' and of course 'cruelty to animals.
I would also report them to the 'humaine Society'

If they are beating their dog call the police non emergency liine and they will help you with that concern beating a dog is a crime and mabye they will get a fine and stop hurting the poor dog. Next time they park you in get their vehicle towed. I would do it assholes who beat their dogs deserve litle mercy. The music is probably unavoidable unless its past curfew time and if it is call the police every single time because they are going to get sick of your calls eventually or else if you know a neighborhood kid whos a known theif put a little bug in their ear about the stereo next door.

Report them to the police for animal abuse and call and report the loud music and fights. Everyone has annoying neighbors. Mine smoke (outside, not inside--so they can pollute the neighborhood instead of their house) and have a smelly dog.

It's a disrespect thing. On both parts.By them for having no concideration for you. And by you for dragging others in to solve your problems.Growing up also includes, the ability to resolve your personal issues,Not to create man hours , paper work, court proceedings,tax money,would be things in weigh from a "grown up". WAY TOO MUCH OF THIS, is already going on in this country.Buck up and walk over to them, tell them only once,what you would like them to stop doing, then put in play , your thought out plan of resolve!! If your in the right, it will all work out for you! Go get em!

You can call the police. If there is a quiet hour in effect in your area, you can call the police if they are being loud beyond this time. In my area it's 11:00 pm. However, the police will take my calls and contact neighbors who are being loud prior to this hour if they don't have any other calls to go out on.

Steal their dog, call the cops. Repeatedly. Especially over the domestic violence.

Kill them...be sure not to get caught. But if they are really annoying the entire neighborhood, mayhaps this could just turn out to be a block party :)

Take a shotgun, shoot it up in the air, and tell them to stop. If they don't listen, give them a reason to move...hehe
