okay there are two things you could do: tell him or not tell him. that was obvious to you already, but where I am going with this is how he will react. there could be multiple reactions to you telling him and it depends on how you will take to those rections that will matter.
say you don't tell him, you continue miserable regreting the fact that you never told him. so say you do tell him: he either will react by telling you that he will continue just wanting to be friends (which would probably crush you, but at least you won't feel this regret and in time the hurt you feel from this rejection will end- and trust me, it will end) or he could react with the same enthuse as you hope him to and you will be happy.
That is the best I could tell you. put yourself into these three situations and see how you would handle them. Good luck

Tell him, but be ready for his answers, good or not.
You're best friends obviously, so no matter what you'll be connected in one way or another, but be mindful that it could hurt your friendship and worst you could lose him as a friend.
It takes two to tango, if you're the only one who feels that way, then it's not worth it. But tell him anyways, you gotta get it out of your chest. Then move on.

Neither. Try to subtly transition the friendship into a romantic relationship, without actually having a conversation about it (at first). Be a little physical with him, like cuddly. At the right moment, look at his face like u want to kiss him and see if he also looks like he wants to kiss you.

TELL HIM!!!!! . Maybe he dont think you look at him that way & he's just moving on to fill his own needs? If he doesnt feel the same, well, then you'll know either way. Nothing ventured, nothing gained!
