after 3 businece day you can re-applay for visa , My suggestion for you is :

1 : go to emmbassy ( NOT CONSULE) Becuse you are Iranian .

2: Let December end then try it again becuse maybe your country have any share on that department

3: try to go uncrowded embassy

Well I have been thru this with my wife. You have to try and figure out why you were refused, they like to see a steady job, ownership of a house or a business, something that would cause to return to your home country. However being from the middle east I woudl have to say that there maybe political reasons why you would noty be given a Visa. It is very possible you will never get one frankly.

I'm pretty sure it's one year (before you can apply again) If they refused you the first time, the chances of you getting a visa the second time is even less. They can refuse anybody for any reason.

Yak rider is right, if you are claiming that you have scholarship from USC then they are suppose to be the ones processing your paper or you should be coordinating with them. Are you an exchange-student? If your purpose of visiting the U.S. is for education (per your claim you have scholarship), I guess the U.S. embassy would have suggested some ways.

you gotta call USC and ask their help.

Nonsense.

If you had a scholarship from USC the school would take care of eveything as your sponsor.
