The person is probably instilling their own fears,like a mom afraid of spiders or a preacher scared of eternal damnation ,so I think it's the reverse of that ,first they have the fears and next they share .Even controlling bullies are controlling and scary because there scared little wimps inside that don't want to lose.

Yes it's possible. Dictators can use fear as a means of control. Priests however, have to be afraid as well, because they're counseling humans, and they're humans too. So the same rules apply to them as well.
Religion serves the following purposes:
1. It explains the unknown. Man cannot bear uncertainty
2. It gives man purpose in life
3. It comforts man that he's not going to really die
4. It allows people to satisfy their urges to surrender themselves
5. It allows people to subconsciously get the pleasure of obeying their parents, or obeying society.
6. It allows them to escape being responsible for their own lives.

To fear is to Hate. To cause fear is to control. I am not saying that religion is wrong, but it is certainly extremely easy to use as a tool of domination.
