yes. they had their own form of government, a justice system, a trading network, their own religion, their own language. they had their own cultural traditions as well.

Of course my ancestors are a civilized people at that time. The people are governed by city- states call balangay. We already have our code of laws. chinese, indians, arabs, and other malays are trading with them. south Philippines already embraced islam, a major religion, while the north and middle philippines is just starting in Islam until the ignorance of the european colonizers about the term "civilization'' came in.

there is evidence that the Philippines were "civilized" prior to colonization...keep in mind this was in the 16th century.
