if the neighbor has disability's they may not be doing these things to be nasty i lived in a very expensive neighborhood in nys upper east side and i have a kid with autism my neighbors called child services on me and knocked on my door to keep it down every night and i could not help it,legally your land lord cant do a thing its called discrimination

Thanks for your question. I'm sorry! This is an awful situation - and one that all too many of us have been in.
You will find the most effective solution in, perhaps, the most painful chore: invite them over. Most often, if people know you and think you are a very sweet, charming individual, they will have a tougher time acting so obnoxious - especially if you politely ask them to stop. I had some neighbors who played their guitars until 3 in the morning. After inviting them over for coffee and snacks, they got to know what I did and how important it was for me to get up early in the morning. We ended up coming up with a compromise: I got them a whole selection of picks and they stopped practicing at 10:30pm.
#2 solution: ok, ok. So say they are really nasty and you can't imagine them getting one step in your door. Let your landlord know that you are really bothered by the interruptions - enough so you have been looking at other apartments. Ask them to take steps so that you'll remain a loyal tenant and bring in new tenants.
#3 solution: if things are getting really bad - enough that you are calling the police every week (or more!) - seriously consider moving out. Look at your areas tenant rights and see what the rules are about breaking a lease. Let your landlord know what's going on - they'll appreciate you keeping in touch. Finally, check with friends to see where you can move - and get recommendations! You don't want to have another horrible experience!

If the landlord or the Police can't seem to take care of the problem, your only alternative is to invest in a good set of ear plugs or move. Talk with your landlord and tell him that you are seriously considering moving because of the noise from these tenants. If he has a "go ahead and move" attitude, I would move. If he shows genuine concern for your problem, then let the landlord try one more time to take care of the problem. You may find, because of the disability, that the people are having their rent paid by the government and the landlord does not want to lose the steady flow of money for the apartment. But for your own sanity, I would just move.

I have had a neighbor who had open heart surgery arrested for trespass, he is also mentally ill and tries to act as though he doesn't understand right from wrong but the local police are tired of his crap. If the police won't or can't help you there is probably nothing much you can do...legally...if you aren't above crossing the line, the sky is the limit...

Talk to them and inform you cannot stand their noise, now not as soon as however two times or 3 times. Still if it does not figure out you begin to annoy them while they're enjoyable. Play loud track, make your puppy bark close their compound, carry noisy birds and grasp the cage close their window.

Rattle those pots and pans! Make some noise right back. These are the joys of apartment living. Been there. We bought a house and now have the neighbors from h - e - double hockey sticks.

Maybe you could start "killing them with kindness." Ask if you can take the dogs out. See if they need the trash taken out. Bring over a meal. Offer to run some errands for them while you're out. You get more flies with honey than vinegar.

Okay here's what you do. The next time that they take THEIR dog out for a dump and don't pick it up, grab some gloves, pick up the poo and smear it under the door handle of their car or on the door knob to their apartment. Then next, start looking for a new place to live!!!!!
