It was King Solomon, not the judges. But any way.... 2 women were roommates, both had babies, one baby died and it's mother switched with the other women. they ended up presenting their case to the king. Solomon said to cut the kid in two and give each woman half. The child's real mother cried out to just give the kid to the other woman. Solomon new by her reaction that she was the child's true mother.

The judge in this case was King Solomon, son of King David of Isreal, who inheirited the kingdom of Isreal from his father. The reference for the story is 1 Kings 3:16-28.
The women were prostitutes. Apparantly it was customary for the entire family to sleep in one bed. When the women, who shared a house, woke up one morning, one of the babies was dead. They quarreled over who's baby was dead, and whose was alive! The mother of the dead baby didn't want to accept the truth that her child was dead, so she stooped to stealing a living child in his place.
King Solomon's suggestion of the mutilation of the child seems barbaric, but it wasn't a serious suggestion: it was only a test. The real mother would put up with anything rather than see her baby cut in half. She was awarded with custody.

THE LAW [ MOSES ], AND THE PROPHETS WERE UNTIL JOHN THE BAPTIST
Luke 16:16
The law and the prophets were until John: since that time
the kingdom of God is preached, and every man presseth into it.
17 And it is easier for heaven and earth to pass, than one
tittle of the law to fail.
KING SOLOMON IS THE JUDGE YOU SPEAK OF.

1Ki 3:21 When I rose in the morning to nurse my child, behold, it was dead; but when I looked at it closely in the morning, behold, it was not the child that I had borne."
1Ki 3:22 But the other woman said, "No, the living child is mine, and the dead child is yours." The first said, "No, the dead child is yours, and the living child is mine." Thus they spoke before the king.
1Ki 3:23 Then the king said, "The one says, 'This is my son that is alive, and your son is dead'; and the other says, 'No; but your son is dead, and my son is the living one.'"
1Ki 3:24 And the king said, "Bring me a sword." So a sword was brought before the king.
1Ki 3:25 And the king said, "Divide the living child in two, and give half to the one, and half to the other."
1Ki 3:26 Then the woman whose son was alive said to the king, because her heart yearned for her son, "Oh, my lord, give her the living child, and by no means slay it." But the other said, "It shall be neither mine nor yours; divide it."
1Ki 3:27 Then the king answered and said, "Give the living child to the first woman, and by no means slay it; she is its mother."
