i don't have a social security no., so how to apply online?

you didn't say where you need credit card here in india or japan. in india there is no social security no. and you can't apply for credit card in india with your name. but if you have relative who is in india having blood relastionship then you can against their name. but this totally depends on credit card company. you should apply credit card in japan this would be very easy for you. hope you get your answer.

Open an NRI account with SBI and apply to them for credit card linking to the said NRI account.
