We have been going out for a cuople of months, making out , holding hands and so on, hoewver he sais he doesnt want anything official just yet-why not?

Has he been in a serious relationship before? For some people it takes time, relationship do not come and go very easily. Some people may want to make it official fast, and some just want to take it easy and see if it is the right choice. Good Luck!

Maybe he's just not ready to have the "title" of boyfriend and girlfriend. It doesn't mean that he does not want to be with you and it may not mean he wants to be totally committed to you either. Have you told him you want to be more than what you are? If, not tell him how you feel and see what he says. But trust me don't rush him into anything, it may make things worse. But if you feel that you're waiting too long let him know you're ready to move on....if he cares like he says he should be ready to commit to you.
