An amazing race fundraiser, my unit (i'm military) over here in southwest asia just had a mock amazing race, i did the marketing and everything for it....I would suppose you have to advertise it, and of course it doesn't take a lot of money to have one, just ingenuity...the money would probably go more into the awards rather than the events themselves...which i would assume would be around your community, for those willing to volunteer. As far as trying to raise money, well then yea charging those at your congregation an entry fee, you might even try to invite people outside the church as well, schools, community areas, just areas with participation in general.
First thing's first though you have to have a plan, know what the race is gonna entail, where they will go, how it will end, any suprise endings as many riddles or intuitive events...if it's community wide, getting the full participation, and support for each area for the event, how your contestants will get there, and safety. Then how much money to charge, how much money will be spent on the events and also the prizes, and also how many people CAN you handle to join in this event?
Once that's all planned with the advertisements, you unleash its creation, first the church since those will be the initial participants, then any schools, then any participating communities. Once you have the amount of people you need for the event, have the event..and BAM...instant funds raised :p.
