West coast is more liberal (socially, not just politically), more ethnically diverse, and just newer. Americans just haven't been living there as long. So the houses, commercial buildings, etc. are all newer. They are also built around a car culture. Few winding, hilly, narrow roads that used to be cow paths with no parking, etc. But this also means no connection to Colonial American culture (no Boston Tea Party site, no Delaware river, no houses over 100 years old, and the churches all look like banks there -- no steeples, clapboard siding, peaked roofs, basements.)
Baseball starts at 10 a.m. on the WC, and no one ever has to sit in the snow to watch football (in CA, anyway).

The biggest thing I notice is that on the West Coast the sun sets into the ocean and on the East Coast it usually sets into a building. Other differences: East Coast people tend to be a little more level headed... out here in California we're home to San Francisco, Los Angeles, and Michael Newdow... any questions?
