labs are retreivers.. there are no small retreivers but poodles are probably the closest for intelligence level and behavior although clearly not looks...
** Yup I didnt read the last part correctly - I thought you said I will get it FROM a shelter...
dang you are NOT going to keep a small dog outside are you????
ok what ever dog you get - get it FROM a shelter.. and keep it inside at least most of the time, especially a small dog...
NEVER buy from pet stores...

Small dogs shouldn't live outside exclusively, even if you get them a shelter. If you can't live with a dog inside your home it really will not be much of a quality of life for the animal.
We need more details. What your describing is not an ideal situation for any small breed.
EDIT -- ARE YOU PEOPLE READING THE LAST PART OF THE QUESTION - SEE THERE WHERE HE MENTIONS HE'LL GET THIS SMALL DOG A SHELTER -- THAT MEANS IT WILL BE LIVING OUTSIDE! YOU'D PUT A YORKIE OUTSIDE? HELLO!! READ PEOPLE!

Jack Russel terriers are very energetic fun dogs. They love to hike and fetch not exactly like a lab but love the outdoor activity.

I would have to say, get a basset. They are tempered like a lab, and low to the ground. Don't believe that all bassetts are lazy and sleep all the time! They are cuddly like a small breed, there is nothing like their devotion and love.

Schnauzers are amazing! And now they come in toy sizes, so they're smaller, and they come in black and white too. I have a white toy schnauzer and she is so adorable and has so much personality. She is a great companion. Good Luck!
P.S. Just don't get their ears clipped b/c then they look really ugly

well, I have a half rottweiler/pittbull- she has the look of a rottweiler, but she is short, box head, and built like a pitt, she weighs about 40 pounds, I rescued her and her 5 pups when I got her she was starving, and weighed only 19 pounds, she was being used as a fight dog- but she is the BEST, sweetest dog that I have, and she minds!
good luck with your findings.. but remember a mutt is sometimes the best to get ((:

Try a poodle mix. Labs are teddy bears, Poodles are beanie babies!
