Yes, sergeant is a rank about halfway up the enlisted ranks; and lieutenant is at the bottom of the officer ranks, second lieutenant being the lowest. The officer ranks collectively are higher than the enlisted ranks collectively.

Often a lieutenant will think he is higher than a sergeant until he tries to get something done. The military is run by NCOs: the officers just think they are in charge.

Yes a 2ndLt (O-1), which is the lowest ranking junior officer outranks even a Sergeant Major (E-9), who holds the highest rank among the enlisted.

Yes Lieutenant rank is a Commissioned Rank and Sergeant is a Non Commissioned Rank. Commissioned rank is always higher in the chain of command than non commissioned....
An old military joke regarding sergeants......
A private is in a dance hall and approaches a young lady and asks for a dance.....
The young lady smiles nicely and politely asks if the young man is a sergeant.......the young man sadly says that he isn't and that his rank is private....."Well I don't dance with anyone lower than a sergeant!!" Says the young lady.....pouting....
Indignantly the young man replies....
"Well I'm afraid there isn't anyone lower than a sergeant madam!!"....LOL....:-) ........

A lieutenant is a commissioned officer whereas a sergeant is a non-commissioned officer. Officers are superior in rank to any and all non-commissioned officers!

We (NCOs) like to let Lt's think they are higher and officially they are. But ..... in the real Army we kind of laugh at them most of the time. sssshhhhhhh don't tell them though. They ger their feelings hurt so easy.
Navy Lts are completely different. they are O3s... big difference than Army, Marine and Airforce Lts = 01s.
