Just because the keys are in braille doesn't mean the display is!
Anyway, the answer is that these ATM's have headphone jacks on them for the blind to plug headphones into. Then a voice reads what is on the screen to them. Take a pair of headphones with you next time and have a listen!
I'd imagine the old ones that didn't have this they probably were taught by someone at the bank with a sample transaction and just remember the button sequences for the transactions they desired.

Most ATM here in St. Louis talk to you and has really loud sound so loud in fact its annoying. Weird thing is they have touch screens so i guess they still don't do much to help the blind.

why would they need to hear it if they can read it in brail? you basicaly answered your own ? there blind not deaf
