When someone is bugging you, just speak up.

and just say it. Don't wait till your yelling and

She's just a girl with a crush..give her a break.
She probably thinks you are the hottest thing since
sliced bread. Since you just blow it off, instead of
making your position clear, she thinks she has a shot.
She's letting you know how she feels....

You can afford to be nice about all this.

1. At least if you want to makeout with her otherwise just tell her don't being fooling around with you!!
OR
2. Makeout with her and next time if she still fooling with you then straight forward tell her that "you can't meet my satisfaction so just go away and get over it".
