They are "twin problems" in the sense that they occupy opposite sides of the same probability coin. The two problems stated in your question have the likely potential of either one resulting in grave damage to our global village, be it social or environmental. In "two" words, this would be "double trouble."

"Twin" as used in that statement connotes a 'double-edged' sword type situation - like being between the devil and the deep blue sea. the solving of the first problem aggravates the second problem and vice versa. both problems can not be isolated from one another. a situation whereby the provision of a solution to any of the problems would have an adverse effect on the global picture.

They compliment each other. Us not having inexpensive and easily obtained energy, and yet this energy would hurt the environment. Its like a oxymoron. Not having enough energy, yet having this energy hurts the environment.
