Twitchel(1965a-d) is a citation. The author is stating the source; the individual who localizes "it". We cannot determine what "it" is without the preceeding sentence(s). Twitchel, which I'll assume is a doctor, has determined "it" all comes down to the nerve fibres which connect the brain to the spinal cord, with passive turning of the toes upward causing a lengthening which is made worse with contact to the bottom of the feet.

Sounds to me like the doctor has a patient with a neck injury that causes his toes to turn up and when you touch the bottom of his feet, that makes it worse.
