He might if you tell him you want to hear it!
A lot of guys are embarrassed by saying 'I love you' - it can ruin his reputation among guys if word gets out, and he's essentially passing the balance of power over to you.
Telling you that you're beautiful, however, is something any guy should be able to do. Tell him that you'd love to hear him say that, and ask him if there's anything HE'D like to hear YOU say - he may be hoping you'll say "Wow, your hard muscles are hot" or "You're a much better kisser than any guy I've ever known".

Guys are really shy. It's very hard for them to say these words. You should be able to tell how he feels by the way he treats you. You know the old saying "actions speak louder than words"

He may not be ready to say I love you.
But he should definitely tell you that you're beautiful.
Tell him it bothers you.
