Vietnam or Philipines - probably the least likely to have history of prenatal drug or alcohol abuse. Harsh and stereotyping, but I've worked with a lot of internationally adopted kids and that's my opinion from my experience.

Vietnam. My oldest two children (both age 7) are from Vietnam. The country is beautiful, rich with culture, the people are friendly and warm, there are often opportunities to have contact with your child's birthfamily. Of course, this is where our hearts are drawn. Any country you choose to adopt from will have special meaning for you.

Just because the lif eof some of the kids over there sucks..
Of course, I would MUCH rather adopt from Africa, just because the kids have been through so much. Most have AIDS...more reason to help them in my opinion.
Or...adopt from the USA. God knows we have enough to.

None adopt from within, there are millions of tots in need of love & a home in your own back yard...so sad
