Genetic engineering involves direct manipulation of the gene sequence in the lab followed by growth in an controlled environment. Selective breeding is the mating of animals with favorable traits to produce a bloodline that reinforces those traits and is done outside the lab and requires a minimum of human interference.

Selective breeding is just that, using the natural process of reproduction, breeding pairs who have desirable traits and hoping the offspring will inherit the desired trait from the parents, whereas generic enginering means artificially manipulating the DNA in reproductive cells again, hoping the offspring will inherit the artificailly introduced genes.
