I'm all for bringing the police into it if at all possible. Violence and harrassment are not tolerated in adult society and should not be tolerated in schools. If it's rumor-mongering, if you can get enough proof for the parents to file charges of slander against the bully, then do so. Sometimes, that's all it takes. If the bullying escalates into violence, having the parents file a police report and threatening to file charges against both the bully AND the school will force the school to take disciplinary action.
Unfortunately, most schools these days would rather tolerate bullying or ignore it than deal with it. It's becoming the responsibility of families and parents to deal with bullying.

enroll in several differant self defence courses then beat the bully to a pulp. I reccomend a combination of Karate, Ju Jitstu, Kick Boxing, and boxing then send the kid to shcool with knuckle dusters. also report every occourance of bullying activity to the school pricible and the local police.
The rule bullys follow is simple: Beat or be beaten. If you don't deat them throughly enough they will always pick on you. bullys only pick on people who they percieve as weak and defencless. So beating the bully to a pulp is pretty much the only way to get respected and or left alone by a bully.
Do not become a bully yourself though because that can be just as bad or worse.
If all else fails transfer to another school.
