a friend of mine has bleached her hair... normal (black)... estimating on how long does it take for the colour to get back to normal... or what's the hair growth rate?

Hair grows an average of 1/4 inch a month.
Since it will look so awful in the "in-between" stages she might want to dye it back to her normal color as it starts to grow out.

She will see her dark roots within a week, and they will be noticible to others within a month. That's when she will want to bleach it again or let it grow out for a few months and decide whether or not she wants short hair for a while.

that all depends on you and how fast your hair grows.
you want it dark again, you'll have to use a toner or dye it
